Away from the congressional committee hearing rooms of the Capital, the Director had to try to convince the 1500 strong audience from the racially fragile city that his agency had not been connected to a drug trafficking conspiracy for the purpose of “destroying the black community.” While charges and corresponding government denials concerning alleged CIA perfidy are not uncommon in Washington, Deutch faced a difficult task in South Central.
CIA INSPECTOR JOHN EARMAN CRACK
Such truculence had been triggered by insinuations within the Mercury News story that CIA operations included involvement with the crack cocaine trade in black neighbourhoods. Its significance lay in the fact that, as a corollary to the alleged Contra connection, the Agency also faced hostility from many inner city Afro–American Angelinos. The choice of venue for the meeting, South Central Los Angeles, was far from arbitrary, however. The San Jose Mercury News claimed to have unearthed damning evidence showing that the CIA had conspired with the Nicaraguan Contras during the 1980s to import cocaine into the US. His unprecedented mission was to speak at a public meeting and defend his agency against charges raised in a newspaper exposé. November 1996 saw the director of the Central Intelligence Agency, John Deutch, make an impromptu visit to the West Coast of the US.
CIA INSPECTOR JOHN EARMAN SKIN
It is argued here, however, that the notion of conspiracy based on skin colour merely detracts from the systemic failings of Washington's approach to drug control and ignores the Agency's indiscriminate pursuit of its anti-Communist agenda. Evidence suggests that during the cold war the CIA did indeed cultivate many dubious drug related alliances in the name of national security. Having identified some of the causes of what is often simplistically dismissed as baseless “black paranoia,” the paper concludes that the idea that the CIA deliberately connived to target Afro–Americans grossly oversimplifies the complexities of the inner city drug issue. The paper examines the history of the CIA and its links with the illegal drug trade in an attempt to explain the prevalence of such a belief.
CIA INSPECTOR JOHN EARMAN SERIES
Beginning with an outline of Gary Webb's series and a discussion of the reaction it provoked, the paper looks at the issues behind the widespread sentiment that there is some form of federally controlled and racially inspired conspiracy. Successfully covered up the Arms for Libya deal. This paper explores some of the issues surrounding the 1996 San Jose Mercury News “Dark Alliance” series a story responsible for triggering heated debate on the idea that a US government agency conspired to use illicit drugs to undermine inner city African–American neighbourhoods during the 1980s. Produced the mendacious "Briggs affidavit". Resigned after details emerged of the CIA hacking into senate staffers computers in connection with the report on CIA torture. The committees' suggestions were not made into law. Their criticisms included claims that the IG had few staff, was denied access to information and that their reports were not acted upon. The Rockefeller Commission, Church Committee, and Pike Committee all recommended strengthening the office of OIG. When this was perjury was finally revealed, neither Briggs nor anyone of the many top CIA officers who all knew that it was a lie was subject to any legal action.

The CIA Inspector General produced a completely falsified statement - the "Briggs affidavit" - designed to throw CIA/ US Deep state operator Edwin Wilson under a bis in the Arms for Libya arms deal. The record of the OIG shows a lack of meaningful independence, as shown most clearly by the 1983 case of Charles A. The Office of the Inspector General (OIG) is relatively independent of the Central Intelligence Agency, allowing it to carry out dispassionate assessments of the propriety of its actions.
